The Defense and Homeland Security departments are pushing project managers to test technology or weapons systems earlier in the acquisition lifecycle to understand and solve potential roadblocks sooner. DoD submitted recommendations to Senate leaders for how to better integrate testing and evaluation into the acquisition lifecycle.
Testing and evaluating federal programs might be an old idea, but it's getting a new lease on life. Agencies are using testing and evaluation earlier in the process, and that's gaining support as a potential fix for longstanding problems. For instance, the Defense and Homeland Security departments are pushing project managers to test weapons and other new technology early in the acquisition lifecycle. Time is ticking on the fourth quarter of fiscal 2014. The typical summer rush is about to start: You have a chance over the next several months to nail down some new business and lay the groundwork for next year. Larry Allen is President of Allen Federal Business Partners and author of the Week Ahead newsletter. On In Depth with Francis Rose, he said lots of buying decisions will come soon.

Defenders of the General Schedule are hard to find, if you can find them at all. All the stakeholders agree the GS setup doesn't work for the federal government in the 21st century. On In Depth with Francis Rose, Federal News Radio Senior Correspondent Mike Causey said even the names of the slots on the schedule don't really work right any more.
Federal agencies that want cheap web design and app developer contracts face a potentially large roadblock called the the Federal Acquisition Regulation. One reason is a part of the FAR that can limit how numerous (and how cheap) an agency's IT options are. Steve Kelman is professor of public management at the Harvard Kennedy School of Government. He said those requirements are scaring smaller companies away from competing for those types of IT contracts on In Depth with Francis Rose.
The fourth quarter of fiscal 2014 is in full swing. Last year's fourth quarter saw federal agencies hand out $125 billion in new contract obligations, according to Guy Timberlake. He's chief visionary and chief executive officer of the American Small Business Coalition. On In Depth with Francis Rose, he said federal contractors can find plenty of ways to take advantage of the fiscal year-end spending spree -- as long as they take a simple approach.
Congress has put the onus on federal contractors to make sure they are not including counterfeit or obsolete parts in equipment they sell to the government. The law was passed in 2012. Only now has the Federal Acquisition Regulatory Council come out with a proposed rule. It requires contractors to report counterfeits, suspected counterfeits, and anything they suspect of being non conforming. The proposed rule covers primes, sub contractors, and subs to subs, all down the line. Alan Chvotkin, executive vice president and counsel to the Professional Services Council, joined Tom Temin and Emily Kopp on the Federal Drive to discuss what contractors think of the new rule.
The Federal Acquisition Regulatory Council would require all contractors at the prime and sub levels to report counterfeit or suspected counterfeit parts to the government.

Two congressional leaders want to know whether USIS' history was considered when awarding a $190 million Homeland Security Department contract.
The Veterans Affairs Department hired ASM Research to modernize its electronic health records systems. The three-year task order is worth $162 million. ASM will work on VA's Vista and Enterprise Core Services system and will create a web access front-end for VA's Computerized Patient Record System. Jim Traficant is president of ASM Research and managing director at Accenture Federal Services. He joined Tom Temin and Emily Kopp on the Federal Drive to discuss what his company hopes to do under the deal.
Jon Etherton, president of Etherton and Associates, Inc., will give us an update on the procurement issues being discussed on Capitol Hill.

Congress is mulling through a stream of feedback from outside groups on how to fix a labyrinth of defense acquisition policies. Chris Lamb is deputy director of the Institute for National Strategic Studies at the National Defense University. He recently testified before the House Armed Services Committee to share his ideas. On In Depth with guest host Jared Serbu, Lamb said a source of frustration is a disconnect between the top and bottom of DoD's chain of acquisition authority.
Capitol Hill turns to an array of outside groups for advice. The deadline for comments to the Armed Services committees was last Thursday. One set of recommendations comes from the Aerospace Industries Association. Betsy Schmid is VP of National Security and Acquisition Policy for the AIA. She's also former staff director of Senate Appropriations Subcommittee on Defense. MJ Mitchell is AIA's managing assistant VP for National Security and Acquisition Policy, and former chief financial officer of the F-35 program. The two explained AIA's approach to acquisition reform on In Depth with guest host Jared Serbu.
Anne Altman, general manager of Federal Government for IBM, will discuss a wide range of contracting topics with host Mark Amtower.

President Obama announced Friday that he will renew the QuickPay initative, requiring federal agencies to expedite payments to small business contractors. He also will launch SupplierPay, bringing together 26 large and small companies. SupplierPay builds on the success of QuickPay, and requires committed companies to pay small suppliers faster. It also asks them to support those suppliers' access to low-cost capital.
