Congress urged to drop online financial reporting for senior execs

A new report says a law requiring the online posting of senior federal executives' financial information would likely impinge on employees' privacy and wouldn't do much to deter conflicts of interest. The National Academy of Public Administration was tasked by Congress with studying the STOCK Act — short for "Stop Trading on Congressional Knowledge" — in response to concerns about privacy and identify theft.

OPM searches for candid answers from departing SES members

The Office of Personnel Management wants more information on why members of the Senior Executive Service are leaving their jobs. It's hoping a new exit survey being distributed to departing SES employees will help agencies improve their retention, recruitment and succession planning efforts. OPM said it wants employees to be as candid as possible with their answers to the anonymous survey.

OMB mandates use of shared-service providers for agency financial systems

The Office of Management and Budget is telling agencies to stop building costly, agency-specific systems when they modernize their financial management systems. Pentagon to delay furlough notices for two weeks

After passage of the 2013 funding bill earlier today, the Pentagon is reassessing its need for civilian furloughs. The Defense Department said it will delay issuance of furlough notices to its 780,000 civilian workers for two weeks. DoD had originally planned to begin sending out furlough notices today.

Shutdown averted, pay freeze extended as Congress passes 2013 funding bill

The House voted today to approve a measure to fund federal agencies through the remainder of fiscal 2013. The bill averts a government shutdown but extends the freeze on federal employees' pay through the end of 2013. The bill now heads to President Barack Obama for his signature.
