The Republican senator from Oklahoma is asking the Office of Management and Budget to require agencies to stop hiring for certain positions. Instead, he would like that funding put towards mission critical jobs that could be affected by sequestration cuts. Coburn, the ranking member of the Homeland Security and Governmental Affairs Committee, found 10 jobs listed on USAJobs.gov that he believes could be frozen. He says this would give agencies $1.4 million to spend on positions like border security officers and TSA screeners.
The agency will publish a final rule Friday that will remove the need for people with disabilities to have a "certification of job readiness."
As the Internal Revenue Service prepares to enter tax season full-bore, the agency is faced with a tightened budget, a shrinking workforce and an ever-more complex and increasing workload. That combination, along with leadership changes at the top of agency, threatens to upend the gains IRS has made over the past few years to better manage its workforce, according to the Treasury Inspector General for Tax Administration, an agency watchdog.

The Defense Finance and Accounting Service will implement significant cost-cutting measures next week to prepare for the possibility of automatic spending cuts due to hit government in March. DFAS plans to freeze most hiring, reduce travel and overtime, and temporarily halt new employee performance awards, according to DFAS Director Terri McKay.

As with overall federal-employee satisfaction scores, the Human Capital Assessment and Accountability Framework Index trended downward in 2012. Habitual high-scorers, such as NASA and the Nuclear Regulatory Commission, continued to sit atop the list. But the report also singled out the Office of Management and Budget and for its notable improvements.
Budget constraints are top of mind for agency chief human capital officers. And with good reason. CHCOs say they are feeling the effects of the budget crunch, particularly in recruiting, retaining and training employees, according to a Federal News Radio survey. Eugene Hubbard, head of the National Science Foundation's Office of Information and Resource Management, told Federal News Radio the budget squeeze and shrinking workforces mean agency employees are doing more with less to keep pace with the mission.

Senate version of the cyber legislation includes a provision to let the Homeland Security Department take specific steps to be more competitive in hiring cyber workers. Secretary Janet Napolitano said DHS is in the midst of hiring hundreds, but could use many more.
The 18-month study found DoD is no longer the employer of choice for STEM workers, at a time it should be attracting a "high fraction of the highest-quality STEM workforce."
Rep. Jim Langevin (D-R.I.), co-founder of the bipartisan Congressional Cybersecurity Caucus, says the U.S. is falling short when it comes to a skilled cyber workforce capable of operating at the highest levels of its field.
