GAO: Green building projects lack performance measures
GAO examined 94 federal projects run by 11 agencies. Three agencies oversaw a majority of these projects — the departments of Housing and Urban Development, Energy and the Environmental Protection Agency.

Obama commits to $2B in energy upgrades to federal buildings
Agencies must look for projects to enter into Energy Savings Performance Contracts over the next two years. The effort will cost the government no upfront money. The contractors pay for the energy efficiencies and get paid by the utility savings the department receives. The Army, the Air Force and GSA already are using these contracts.
Army to meet renewable energy goals through predictability
The Energy Initiatives Task Force held its first industry day to explain how it wants to get green energy projects built on installations. The Army must receive 25 percent of its energy from renewable sources by 2025. The task force will develop an acquisition strategy and a new multiple-award contract over the next year.
GSA guide to ensure electronics are green to the end
The government's new strategy on electronic stewardship said no federal electronics should end up in a landfill. Agencies should make sure their computers, monitors and other equipment is reused whenever possible and eventually recycled by a certified company. The Government Services Administration will publish guidance in February.

Air Force to consume — not pay for the development of — biofuels
The Air Force wants to fulfill half of its U.S.-based jet fuel needs with alternative fuels by 2016 and expects to be ready for that target ahead of time. But, with the view that it is a consumer, not a producer of energy, the service says it doesn't intend to play a direct role in helping to develop biofuel technologies.
