Tom Davis, director of government relations at Deloitte and former chairman of the House Oversight and Government Reform Committee, said acquisition offices haven't improved much since Congress passed SARA in 2003.
The Council of Inspectors General analyzed 77 commercial cloud contracts across 19 civilian agencies and found most failed to implement federal guidance and best practices. Auditors found these shortcomings could put data and systems at a greater risk to cyber attack or data theft.
Big changes are coming to one corner of the General Services Administration in January. GSA's Federal Acquisition Service plans to overhaul its professional contracts by consolidating several multiple award contracts into one big schedule. When it rolls out its fifth version next month, NASA's SEWP will have the lowest fees of any governmentwide acquisition contract. It will charge less than 0.4 percent to participating agencies. SEWP IV fees are 0.45 percent, compared to the General Services Administration's 0.75 percent.
Jerry Punderson, the outgoing director of contracts for the Naval Sea Systems Command, will join PSC as its new senior vice president of defense and intelligence.
The Department of Energy's Office of Environmental Management planned to bring on Susan Taylor, the Veterans Health Administration's deputy chief procurement officer, but now has changed its mind. Taylor is accused by the VA inspector general of committing procurement fraud, lying to investigators and having a conflict of interest by promoting FedBid.
NASA has awarded spots on the latest version of its governmentwide technology contract to 43 firms. It plans to add more names to that list within a few days. Agencies will be able to buy through SEWP V beginning next month.
Phase two of the Department of Homeland Security's $4.5 billion renovation project at St. Elizabeths is moving forward. The General Services Administration on Tuesday awarded two construction companies with a contract that will help consolidate the agency's office space.

The Veterans Affairs inspector general issued a report alleging the deputy chief procurement officer at the Veterans Health Administration used her position to promote and award a contract to FedBid, a reverse auction vendor, and improperly acted as an agent of the vendor, creating a conflict of interest.
