Listeners probably know Blackman from his successful career at the Department of Veterans Affairs.

In March, he received a Fed 100 Award for his work with virtualization at the Veterans Affairs Central office, the Department of Veterans Affairs.

His success was the basis for the interview.

Blackman expanded on how he managed to reduce the budget of the office by 33 percent as well as cutting network costs by 80 percent.

His comments on federal agencies adapting virtualization lead to some observations about mobile apps, networking, and big data.

The overwhelming theme is gaining a better understanding of change management in a federal environment.

An observation was made that the cloud is not a tech refresh more than a systemic change.
