The launch of phase two of the HR University moves the standardization and professionalization of federal human resources workers closer. The CHCO Council wants to expand the number of training courses and the specific types of classes for agencies. The HR University also provides a career path for federal HR workers.
A council working group will deliver recommendations and options to the Office of Personnel Management for how to improve the way managers rate employee performance. OPM Director John Berry said appraisals need to be simplified and happen more frequently.
New vice chairman of the CIO Council Richard Spires said he wants small and large agencies to learn from each other when it comes to implementing IT reforms. Small agencies have a different type of challenge than larger ones in implementing OMB's 25-point plan.
Director John Berry pushes back against claims from members of the House Oversight and Government Reform Committee that federal employees are overpaid. Rep. Issa called the pay freeze a "farce" and wants step-increases frozen for this year. Berry and Democrat lawmakers continue to make the case that feds deserve their salaries.
The agency and the CIO Council creates a list of the competencies cybersecurity workers need. OPM's Kichak said agencies will have a common understanding of the skills and abilities these employees need.
The assessment is part of OMB's 25-point plan to reform IT. The review begins Jan. 18.
OMB controller Danny Werfel said the Treasury Department should be finished testing and analyzing systems in the next six months. The CFO Council highlights priorities for 2011, and among them is the further reduction of improper payments. Werfel said agencies will begin using the software tool first utilized by the Recovery Board to identify potential problems.
The agency is using service level agreements to help ensure hiring managers are involved in all parts of the process. VA cut the amount of time it takes to hire a new employee by 20 days. VA hopes to get the average time down below the governmentwide goal of 80 days in 2011.
After meetings between agencies, the CIO Council's panel is concerned that even if agencies meet OMB's 2012 deadline to make the switch, their Internet service providers may not. The task force is hoping to meet with GSA and Networx vendors to make sure everyone is ready for IPv6.

Agency CIOs are under pressure to move to the new network protocol over the next two years. Technology officials can look to the Defense Research and Engineering Network for some important lessons learned. DREN has successfully made the transition to IPv6.
Agencies must make their data networks compliant with the IPv6 protocol now. The government and private industry face a looming crisis as Internet addresses defined by an increasingly dated technical protocol run out, possibly as early as next year. Agencies must first upgrade external servers to run the new protocol.
Federal CIO Vivek Kundra said Justice and Interior are the latest examples of agencies making hard decisions about underperforming IT projects. Justice canceled its litigation case management system after almost four years. Interior rescoped its Incident Management Analysis and Reporting System.
Agency strategies to consolidate data centers are due to OMB by Aug. 30. Kundra says his office will approve them by Dec. 31. He advises agencies that this is more than a technology initiative.
Council issues guidelines for how agencies can ensure information is kept private in public and private clouds. The document highlights nine potential risks, and offers ways to mitigate them.
The document describes how the agency protects privacy, including training and dealing with personal information. DHS tracks all privacy breaches in a secure online database.
He plans on taking a new position later this summer. Carey says after three years in the position, it's time to move on to new challenges.
The document highlights work being done by NIST, standards working group and budget guidance to agencies. NIST to come out with several special publications to help agencies implement cloud computing. The CIO Council also includes use cases on 30 different cloud implementations.
Special advisor the President Kareem Dale is refocusing agency efforts to make sure Web sites and other technology meets the accessibility law. The CIO Council also is looking at technology issues for people with disabilities. Dale says Justice also is working on a new survey of how agencies are complying with Section 508.
President Obama has said publicly that he is a big fan of performance management, and wants to blend its practice into the day-to-day operation of the Federal Government. But what does that mean for feds who are tasked with actually making the wheels of government turn every day? The Association of Government Accountants convened a conference to discuss performance in government.
