The Defense Information Systems Agency will issue several contracts under a unified capabilities initiative to move virtually all of DoD's communications onto Internet Protocol-based networks, and to better integrate voice, video and data services.
The FRTIB awarded Science Applications International Corporation (SAIC) a five-year, $224.5 million contract. SAIC beat out several competitors including incumbent Serco.
Todd Harrison, senior fellow for Defense Budget Studies at the Center for Strategic and Budetary Assessments, will discuss how the defense industry is being impacted by sequestration. He will also give us an update on the U.S. military satellite communications system.

GSA is facing two pre-award protests in the week since it released the solicitation for its large, multiple award professional services contract. One company filed its protest with GAO. Another firm filed at the agency level.

The Court of Federal Claims ruled against CenturyLink in its protest of the Interior's Cloud Foundation contract. This was CenturyLink's third unsuccessful protest of the multiple award contract.
The Defense Department, General Services Administration and NASA issued a final rule today amending the Federal Acquisition Regulation. FAR must now include performance rating categories and different factors for past performance evaluations.
In contrast to federal employees, who are facing furloughs, many contractors are encountering more elusive sequestration symptoms. Along with reduced government contract spending, federal-employee furlough have also trickled down through the procurement process, resulting in delays, contractors say.
