Agency accountants fight fraud in government

GAO praises DoD audit plans, questions implementation
In reports and testimony to Congress, the Government Accountability Office finds DoD has built a credible plan to meet a Congressionally-mandated full financial audit by 2017. However, the audit agency is skeptical the military branches will be able to implement the plan in time.
Air Force at risk of missing financial audit deadline
The Navy and Army told the House Armed Services Committee they were on track to meet the 2017 deadline to have clean financial audit. The Army Corps of Engineers already achieved the goal and the Marine Corps is well on its way as well.
Agency financial systems still deficient
The House Oversight and Government Reform Committee found agencies manually input data into grants, contracts and loan systems. The committee also said at least 10 agencies don't have good oversight of the data quality.

The Pentagon is taking its approach to audit readiness far more seriously than it has in the past, but achieving its goal of clean books by 2017 will take several more years of sustained commitment, DoD's CFO said Thursday.
Congress has 'clout' to force clean DoD audits

Treasury to process all invoices electronically
All agency bureaus will implement the Internet Payment Platform by 2012. Additionally, all Treasury vendors must submit invoices through the portal starting in 2013. The electronic invoice payment program is one of 12 initiatives to improve federal financial management.

DoD trying to take cost out of operations
Beth McGrath, DoD's deputy chief management officer, said reworking acquisition regulations will include new ways to buy technology and promote agile development. The Pentagon is targeting everything from the way it buys technology to standardizing business systems in an effort to save money and become more efficient. DoD wants to standardize 15 common, commercial business processes.

Issa proposes board to track federal spending
A new bill would establish a permanent, independent body to track federal spending and increase accountability, according to the House Committee on Oversight and Government Reform.
OMB teeing up financial, HR systems for the cloud
Federal CIO Vivek Kundra said there are more than 1,000 of these back-office systems and moving them to private cloud providers could save billions. Several agencies, including Labor and EEOC, already have moved their financial systems to a private cloud. Kundra envisions an interagency effort similar to the one for email where agencies commit to using a governmentwide contract for these services.
