GSA preparing business case for next GWAC

Mary Davie, GSA's assistant commissioner in the Federal Acquisition Service's Office of Integrated Technology Services, wrote on her blog today that customer agencies have asked for "total solutions" instead of the "a la carte" professional services bought through existing contracts under the GSA Schedules program.
Davie said FAS is developing a business case to request the Office of Federal Procurement Policy grant them approval for a new GWAC, called Integrations.
"Integrations will be a strategic program enabling acquisition of complex integrated professional services along with supporting technology," Davie wrote. "Our governmentwide acquisition contracts have successfully enabled integrated solutions for technology acquisition. Like the GWACs, we want Integrations to fit closely with customer agency needs so that agencies do not have to create new vehicles."
She said half of all government spending on complex integrated professional services were cost-type contacts. GSA plans to include all task order type contracts, including cost reimbursement, as part of Integrations.
"Our development team is currently establishing a customer working group to include agency representatives from across government," she wrote. "We'll take their input and validate agency needs over the course of three to four months, after which we will update our draft documents and share them with industry for feedback."
Davie said her office plans on posting the Integration business case on the OMB MAX Information System for agency review and comment by the end of June. ITS also will release a project schedule to let industry prepare for the request for proposals when it comes out.
In the meantime, Davie will hold a Tweet Chat on Feb. 29 from 2 p.m. to 3 p.m. to discuss the Integrations GWAC idea.
GSA already held an industry day July 13 and posted responses to questions Aug. 29. GSA expects to issue a draft request for proposals in the spring 2012 and a final RFP by the summer.
