When you decide to buy something, you first weigh the costs and benefits - at least that's what you should do, especially in government.

The Defense Department is looking for ways to save money and to make better decisions about procurement. But some analysts say that's not happening.

Andrew Cockburn has co-authored the Pentagon Labyrinth: Ten Short Essays to Help You Through It. He says DoD is making buying decisions based on what makes money for industry and congressional districts.
