The recommendation is in a new report that says government-centric mandates would be “counterproductive.”

The U.S. Chamber of Commerce, the Internet Security Alliance, TechAmerica, the Business Software Alliance and the Center for Democracy and Technology co-wrote the white paper.

PC World reports the paper was not in response to a specific government proposal.
