When it comes to traditional warfare, there are defined rules of engagement – and now cybersecurity experts are proposing similar ground rules for cyber warfare.

The proposal by the EastWest Institute is the first bilateral cyber agreement by the United States and Russia. Karl Fredrick Rauscher, chief technology and distinguished fellow at the EastWest Institute, says the proposal focuses on global cybersecurity infrastructure.
