The federal government has racked up millions of dollars in fees over storm water treatment.

But those fees aren't being paid. The federal government calls it a tax, which they're not required to pay.

Investigative reporter Mark Segraves -- with our sister station WTOP radio -- talked with different jurisdictions, attorneys, and the federal government, to find out who will wind up footing the bill.
