Many think the Immigration Reform and Control Act (IRCA) of 1986 is deeply flawed and politicians have been struggling for years to come up with a comprehensive plan on immigration.

President Barack Obama is trying to tackle the issue with policy form that would tackle the topic of making illegal immigrants legal citizens, among other things.

Ray Marshall is Professor Emeritus at the LBJ School of Public Affairs at the University of Texas. He was also Secretary of Labor during the Carter Administration.
