The White House budget request for 2016 details a new leadership development program for your agency’s senior executives. Starting later this year, SES members would have a chance to work in another agency for a short time to learn new skills. Bill Dougan is president of the National Federation of Federal Employees. On In Depth with Francis Rose, he said those kinds of details in the new budget request is a step in the right direction for his members.
