New missions the Defense Department has taken on in the past year strengthen the resolve of Pentagon leaders to ask Congress to bust its budget caps. The Pentagon has already made clear that it doesn’t believe sequestration-level budgets in 2016 and beyond will provide enough money to run the military effectively.
