A government shutdown might put things on hold at your agency. But when you return, you'll need to think about getting back to your mission.

The IBM Center for the Business of Government has been looking at something called virtual agencies. It's a form of personalized government, centered around individual citizens or customers.

The idea has been around for a while - former Vice President Al Gore talked about it in the 1990s.
