The Army is hoping a program to mold new civilian leaders will help one of its commands weather the budget storm.
The Aberdeen Proving Ground in Maryland has kicked off year-number-three of its Cohort program.
It's a year-long professional development program for the Army Research, Development and Engineering Command.
Gary Martin is the command's senior civilian executive. Martin explains why he thinks Cohort might help during tough budget times.
