On Tuesday we featured a conversation with Iraq Reconstruction Special Inspector General Stuart Bowen and Afghanistan Reconstruction Special IG Arnold Fields on lessons learned from rebuilding Iraq. The RAND Corporation is focused on this issue as well; they have a new report "Improving Capacity for Stabilization and Reconstruction Operations." Olga Oliker, a Senior International Policy Analyst at RAND is one of the authors of the study, and she talked about what they found.
