Tommy Hwang has been the CIO of the Merit Systems Protection Board (MSPB) since January, 2005. In this position, he has implemented innovative technologies that helped improve case processing efficiency and staff effectiveness, including online filing, scanning, case management, electronic case files, document management, the MSPB intranet portal, the new MSPB web site, Active Directory, Office 365, BYOD, and MSPB mobile apps for the iPhone and Android devices. Before coming to MSPB, Mr. Hwang worked as the Assistant Inspector General and CIO of the Environmental Protection Agency’s (EPA) Office of Inspector General. Prior to entering the federal government service in 2003 as a member of the Senior Executive Service, Mr. Hwang worked for fifteen years in the information technology field in private industry. He brings information systems development, business process improvement and project management experience from management consulting companies such as Price Waterhouse Coopers, Accenture and C.C. Pace Systems as well as corporate information systems management experience from corporations such as Verizon and CareerBuilder. Mr. Hwang also served as the Chair of the Board of Directors for the Asian American Government Executives Network (AAGEN) from 2011 to 2012. As AAGEN Chair, he completely redesigned the AAGEN website, doubled the membership, achieved record attendance at the AAGEN Leadership Conference, and launched the historical SES Development Program. Mr. Hwang has a Computer Science degree from Virginia Tech and came to the United States from Taiwan when he was 8 years old, speaking only a few words of English.
