The Office of Management and Budget has released a much-anticipated draft policy to change the way agencies buy, manage and oversee technology projects. The draft guidance is designed to help agencies implement the Federal IT Acquisition Reform Act (FITARA). Tony Scott is the federal Chief Information Officer.
