For the first time in its history, the U.S. Agency for International Development is managing four major humanitarian crises at the same time. Disaster response experts are in Iraq, Syria, South Sudan and West Africa. Thomas Staal is senior deputy assistant administrator in USAID’s Bureau for Democracy, Conflict and Humanitarian Assistance.
