The way agencies vet employees and contractors for security clearances could change in the wake of the National Security Agency scandal. Four senators — two Democrats and two Republicans — have introduced legislation to increase oversight of the process. Sen. Jon Tester (D-Mont.) is leading the charge. As part of our Congressional Spotlight he spoke with Federal News Radio’s Lauren Larson. She asked him if the Security Clearance Oversite Reform Enhancement Act (SCORE) was born from the Snowden affair or if the system was already broken.

Most large agencies have signed up for a new tool to counter cyber attacks: the Homeland Security Department’s Einstein 3 program. It’s out of the testing phase and ready for implementation. Brendan Goode is the director of network security deployment in the National Protection and Programs Directorate. He describes to Federal News Radio Executive Editor Jason Miller how the Einstein 3 program will help protect federal networks.

Do companies need insurance against acts of terrorism? It seemed like a good idea following the Sept. 11 attacks back in 2001. Congress passed the Terrorism Risk Insurance Act to encourage insurers to offer it, but the law is set to expire next year. Bloomberg Government analyst Christopher Payne has researched the case for renewing it.

About 83,000 U.S. service members are missing from past conflicts dating back to World War II. The Pentagon’s efforts to find and identify their remains have been described as sluggish and inept. The far-flung operation set up to do the work completes just 72 cases on average. Brenda Farrell is director of defense capabilities and management issues at the Government Accountability Office. In a report making waves on Capitol Hill, she blames two leaders in particular for failing to resolve longstanding disagreements.
