The armed services are all wrestling with how to maintain mission and readiness in the most difficult budget position since the end of the cold war. The Navy, in theory at least, is supposed to be building toward a 313-ship fleet. But is that realistic given the 2012 budget agreement and the 2013 sequestration? We asked Guy Stitt, the president of the the analysis and advisory firm AMI International in Bremerton, Wash. He pointed out a recent long-range ship-building plan issued by Sean Stackley, the assistant Navy Secretary for Research, Development and Acquisition called for 313 ships.
