Federal agencies still have long backlogs of Freedom of Information Act requests. But they've made progress in meeting FOIA guidelines issued by Attorney General Eric Holder. The latest assessment tells how agencies did last year in five areas: presumption of openness, increasing efficiency, pushing out information, using technology and reducing backlogs.

The City Pairs Program at the General Services Administration has been negotiating lower rates and better flexibility for agency travel for decades. It just released its new deal for 2013, and for the first time, it includes fewer flights.
More agencies are letting employees use personal devices on federal networks. The goal is to make feds happier and reduce costs, because they can save on IT. But the move also brings risk to networks and productivity.
