When Robert Groves took the helm at the Census Bureau in June 2009, the agency was gearing up for the 2010 Census. That Census came in on time and nearly $2 billion under budget. Groves also kick-started an 18-month reorganization of the agency that is expected to save another $15 million annually. He leaves his post this week to become provost at Georgetown University.

We have talked a lot in the last few weeks about the STOCK Act and what it could mean for federal managers.
