The Stop Trading on Congressional Knowledge Act — or STOCK Act — was set to go into effect this month. But just before going into recess last week, Congress voted to delay its enactment by a month. At the same time the Senior Executives Association has joined a group of plaintiffs in lawsuit against the federal government to stop parts of the Act.
