The Troubled Asset Relief Program set up to help banks respond to the financial crisis may never make a profit. In fact, it could hurt the economy in the long-run. It has propped up banks as "too big to fail" but hasn't helped many homeowners in need.

These are all recent findings from TARP's special inspector general, Christy Romero, who joined The Federal Drive with Tom Temin and Emily Kopp.

Romero said there is a misconception that TARP is over. "As taxpayers, we're not out of the woods yet," she said.
