Cybersecurity jurisdiction: NERC or FERC?

There are some concerns about which agency has cybersecurity oversight of state-jurisdictional electric lines. A draft bill, in the Senate Energy and Natural Resources Committee, would give the Federal Energy Regulatory Commission (FERC) limited oversight. But the head of North American Electric Reliability Corporation (NERC), which establishes grid reliability standards in most of the U.S., argues that FERC should not be given additional oversight unless NERC gets the same authority to set cybersecurity standards. Platts.com reports that the law would essentially allow FERC to determine cybersecurity measures for facilities over which NERC has no oversight.
