After every major rail, auto and plane crash, the National Transportation Safety Board is called on to investigate. NTSB also investigates marine and pipeline incidents, like last year’s natural gas pipeline explosion in San Bruno, California. Chairman of NTSB, Deborah Hersman, says she doesn’t have the manpower to investigate everything.
