FDA gets a food safety mandate, without the money

The Food and Drug Administration now has the legal authority to force recalls of certain tainted foods. The FDA can also step up inspections of food manufacturers. But so far Congress has not appropriated the $1.4 billion dollars needed to implement the new law. Joining us to explain how the agency is dealing with its new-found authority is the Commissioner of the FDA, Dr. Margaret Hamburg.
