Security experts say a treaty that to create international cybersecurity rules might not be attainable. The report from the East-West Institute finds that many world states are not ready for a global treaty and that legislation is not the best fix to shore up the digital economy. The answer, they say, lies in voluntary private sector agreements and international standards. NextGov reports the study comes as lawmakers in Congress are pledging to make comprehensive cybersecurity legislation a top priority this Congress.
