Last week, the Office of Management and Budget outlined 25 ways to improve how the government buys and manages $100 billion worth of technology each year. One pointer calls for closer and more meaningful communications between industry and government, even before the government settles on its requirements. Contracting officers have been reluctant to wade into this type of communications. At the Government Contracts Management Conference, Steve Schooner, professor of federal contracting at the George Washington University law school and a former deputy administrator of the Office of Federal Procurement Policy, told Tom he thinks COs should, in fact, be at the center of pre-RFP talks.
