Congress is now expected to pass whistleblower legislation that would give employees in the intelligence community a way to report corruption and waste. Supporters say this would discourage whistleblowers from going to sites like WikiLeaks and others like it. Debra Roth is a partner at the law firm, Shaw, Bransford & Roth.
