The economy has been tough on every industrial sector. But some companies have a nearly failsafe backup: the federal market. In 2008, federal agencies spent more than $515 billion dollars on goods and services, and budgets are up across the board for 2010. One company that shifted resources to boost its federal business is IBM. Here with a view of the government market from the contractor side, is the general manager of IBM U.S. Federal,Todd Ramsey.
