In the past few months, we've heard multiple stories about space debris causing a ruckus in outer space. Space junk almost hit the International Space Station last month and it was just over two months ago when Russian and U.S. satellites collided in space. Is a traffic control system needed for outer space? The Secure World Foundation thinks so. Ben Baseley-Walker is a legal and policy consultant with the Foundation.
