You probably still associate David Winstead with the GSA, where he was commissioner of public buildings. Well, he's out of government now and has joined the law firm, Ballard Spahr Andrews & Ingersoll, LLP. He's here now to talk about his new role and to give us some insight as to how the GSA might spend their portion of the stimulus package.
