November 21, 2011 -- David Shea, director of the Office of Charge Card Management at the General Services Administration, joins host Mark Amtower to talk about the SmartPay 2 program.

Topics include:

  • the rebates the government gets from the banks for card usage
  • top agency users of the charge card program
  • new directions for the program including the growing use of the card for contract payments
  • the expansion of Level 3 card processing through Strategic Sourcing and other contracts

Shea's office is also looking for an agency to partner with on a pilot program to use elements of the card program for grants management. He will talk about that effort as well.
