Republican budget leaders in the House of Representatives introduced their fiscal 2016 budget plan today. President Barack Obama and House Democrats call it a non-starter, but the budget process is moving. After a fiscal 2015 budget that included appropriated bills across government, some agencies are starting to update or replace legacy systems. Ira Hobbs is principal of Hobbs and Hobbs, and former deputy assistant secretary for information technology at the Treasury Department.
