Two percent contractor fee proposed in bill

Dow Jones reports the fee would apply to certain foreign-based U.S. government contractors and may affect Gulf state oil companies that sell fuel to the military, as well as Chinese and Indian companies.
The proposed fee is part of a bill from New York Sens. Charles Schumer and Kirsten Gillibrand to compensate rescue workers who responded to the Sept. 11 attacks, according to Dow Jones.
The 2 percent fee would raise $4.5 billion over 10 years to partially offset the cost of the Sept. 11 rescue workers fund.
