Two percent contractor fee proposed in bill

A bill in the Senate proposes a 2 percent fee on federal contractors that could affect oil companies that sell fuel to the military, the Dow Jones Newswires reports.
Dow Jones reports the fee would apply to certain foreign-based U.S. government contractors and may affect Gulf state oil companies that sell fuel to the military, as well as Chinese and Indian companies.
The proposed fee is part of a bill from New York Sens. Charles Schumer and Kirsten Gillibrand to compensate rescue workers who responded to the Sept. 11 attacks, according to Dow Jones.
The 2 percent fee would raise $4.5 billion over 10 years to partially offset the cost of the Sept. 11 rescue workers fund.
