GSA’s Rung takes first step toward OFPP administrator role

Anne Rung is taking the first step toward a nomination to be the next administrator of the Office of Federal Procurement Policy.

Rung, who currently is the associate administrator of the General Services Administration’s Office of Governmentwide Policy, is heading to the Office of Management and Budget by the end of May to be a senior adviser, according to an email to staff from GSA administrator Dan Tangherlini, which Federal News Radio obtained.

“While I am sad to see Anne leave GSA, she will only be a couple of blocks away and I know that we will continue to collaborate with her to make government more effective and efficient,” Tangherlini wrote. “Anne has been an integral part of the leadership team since her start at GSA in 2012. She has worked tirelessly to help our entire agency develop policies and initiatives that deliver the best value and savings to the agencies that we serve and the American people. GSA has certainly benefited from Anne’s discipline and hard work. I cannot thank her enough for her contributions to GSA.”

Tangherlini announced Christine Harada will join GSA and take over Rung’s role as head of OGP. Harada comes to GSA from Lockheed Martin as well as time with Booz Allen Hamilton and the Boston Consulting Group.

Federal Computer Week first reported Rung’s move to OMB.

Rung follows a similar path to OFPP as the last administrator, Joe Jordan. He came to OMB as a senior adviser from the Small Business Administration.

Jordan left OFPP in December to join private sector firm FedBid.

Should President Barack Obama nominate Rung to lead OFPP, she will inherit several priorities including strategic sourcing, acquisition workforce training and overall better buying across government.

Rung’s background in federal procurement is limited to her time at GSA and with the Commerce Department from 2010 to 2011. Before coming work for the Obama administration, Rung spent her career at the state government level, serving as deputy secretary for procurement and administration for Pennsylvania’s Department of General Services (DGS).
