President Obama's executive orders affecting feds, contractors

President Barack Obama has signed more than 130 executive orders since he took office. Federal News Radio compiled some of the orders most pertinent to federal employees and contractors as part of our special report, The Obama Impact: Evaluating the Last Four Years.

National Security and Emergency Preparedness (NS/EP) Communications
(July 6, 2012)
Creates the NS/EP Communications Executive Committee to advise on ways the federal government can ensure communications at all times.
Accelerating Broadband Infrastructure Deployment
(June 14, 2012)
Creates a working group to develop a strategy for broadband development on federal land.
Reducing Regulatory Burdens
(May 10, 2012)
Directs agencies to seek public's opinion on regulations and submit "retrospective reviews" of existing regulations to Office of Information and Regulatory Affairs.
Educational Benefits for Service Members, Veterans, Family Members
(April 27, 2012)
Aims to strengthen oversight over deceptive practices to recruit military members and convince them to take out costly institutional loans.
National Defense Resources Preparedness
(March 16, 2012)
Directs agencies to identify military civilian demand in emergencies. Encourages partnership with private sector for research and development and acquisition of materials and services.
Adjustments of Certain Rates of Pay
(Dec. 19, 2011)
Freezes federal civilian pay at 2010 levels through 2012.
Classified Networks and Info Sharing
(Oct. 7, 2011)
Directs agencies that operate or access classified computer networks to put in place an insider threat detection and prevention program.
Recruiting and Hiring Students and Recent Graduates
(Dec. 27, 2010)
Establishes Pathways Program that includes an internship program, recent graduate program and the Presidential Management Fellows Program.
Hiring More Individuals with Disabilities

Sets goal for agencies to hire 100,000 more people with disabilities by 2015.
Labor-Management Forums
(Dec. 09, 2009)
Creates forums for federal employees, their union representatives and agency management to discuss labor-management relations, in addition to the existing collective bargaining process.
Reducing Improper Payments and Eliminating Waste
(Nov. 23, 2009)
Directs agencies to identify high-priority programs and set targets to reduce improper payments.
Employment of Veterans in the Federal Government
(Nov. 9, 2009)
Directs agencies to develop skills and market federal jobs to transitioning service members.
Federal Leadership in Environmental, Energy, and Economic Performance
(Oct. 5, 2009)
Requires agencies to set a 2020 greenhouse gas emissions reduction target and increase energy efficiency.
Labor Agreements for Federal Construction Projects
(Feb. 6, 2009)
Encourages use of agreements in large-scale construction projects to address labor disputes that can delay project progress.
Notification of Employee Rights Under Federal Labor Laws
(Jan. 30, 2009)
Promotes government contractors to make employees aware of collective bargaining rights.
