Only 29 percent of more than 4 million federal employees and contractors have secure identification cards.

The goal of issuing Homeland Security Presidential Directive-12 cards to every employee and vendor who needs access fell short as of the Oct. 27 deadline.

And at two of the agencies that play a big role in securing the homeland, the Justice and Homeland Security departments, made minimal progress under HSPD-12.
