GSA to set up two performance management BPAs

The General Services Administration wants to help agencies measure performance and comply with the Government Performance Results Modernization Act.

GSA is setting up a blanket purchase agreement (BPA) for performance measurement and continuous process improvement services and another contract for technology tools in these areas.

"The purpose of the performance management/continuous process improvement Strategic Sourcing initiative is to offer the finest performance management and continuous process improvement (CPI) services and IT tools available to federal agencies through a pool of highly qualified suppliers," GSA wrote in the draft request for quote (RFQ) obtained by Federal News Radio.

"Given the various stages of performance management and CPI deployment maturity across the federal government, a flexible and effective acquisition solution is required to address the requirements of multiple federal agencies. An agency may begin the strategic planning process or undertake a program evaluation and determine that there are opportunities to improve performance through identification and the execution of initiatives. Or an organization that is launching a new CPI or performance management program can utilize a full gamut of start-up services that will provide for capabilities to ensure successful program design, application of process improvement methodologies and building internal capability," GSA said in the request.

GSA issued a draft RFQ through the MOBIS schedule Aug. 13. It held an industry day Aug. 24 and expects to release the final RFQ by Sept. 6.

GSA expects the contracts to last 10 years. The agency estimated the services BPA to be worth $60 million annually while the software BPA would be worth $2 million a year.

Under the services BPA, GSA wants vendors to provide:

  • Strategic planning-This includes project portfolio management, project identification and prioritization, project selection, program evaluation and measurement and the promotion of a performance culture.

  • Program start-up and support-This includes training and certification, certification management, project execution, coaching and mentoring and project closeout.

  • Change management-This includes governance, communication and the sharing of best practices and lessons learned.

Under the IT tools BPA, GSA wants vendors to provide desktop or online software that does statistical analysis, business process mapping and project and program management.

While GSA is running the procurement, the Federal Improvement Team, made up of 28 agencies, decided a BPA for these services and tools would be beneficial to agencies.

"The mission of the group is to share information and best practices in the field of CPI," the draft RFP stated.

The FIT's objectives are to establish a common procurement vehicle through which agencies may procure and utilize performance management and process improvement services, utilize business intelligence to better support overall decision making and performance management through governmentwide sharing of information and lower the total costs associated with process improvement services while achieving similar or improved service levels versus today's duplicative practices.
