GAO: Defense manpower data is inconsistent

The GAO says DoD service contracting reports are inconsistent.

The Defense Department isn’t quite certain about how many contractor employees it has, but the number runs north of 750,000. The Government Accountability Office looked into how well DOD is able to account for its contractor activities. It found that methods for measuring differ among the armed services and from year to year. The result is that a comprehensive picture is nearly impossible to get. Still, GAO found several thousand cases of contractors doing inherently governmental work that should be reserved for federal employees.
