The EPA is supposed to listen to outside experts before it goes ahead with new rules for industry.

Those outside opinions often come in the form of technical support documents. But EPA auditors now say EPA didn’t give enough weight to the technical support document concerning greenhouse gases.

In a recent EPA inspector general’s report, agency watchdogs found EPA generally met the standards for rulemaking but didn’t meet OMB requirements for peer review of a “highly influential scientific assessment.”

So what should the agency do differently?
