ICD-10: Risk Or Opportunity?
The new mandated International Classification of Diseases, 10th edition (ICD-10) must be implemented by October 1, 2013. ICD-10—a complete replacement of the ICD-9 code sets used to report healthcare diagnoses and procedures—will affect all segments of the healthcare industry, including providers, clearinghouses and health plans, as well as government agencies.
ICD-10, however, is more than an IT effort. It is a regulation that has a large impact on policies, business operations, clinical processes, and healthcare outcomes research. Preparing for ICD-10 will require an organization-wide approach and an understanding of all the areas impacted by its adoption.
Noblis—a nonprofit science, technology and strategy organization with a proven record of success working on ICD-10—is pleased to facilitate a panel discussion to exchange information and ideas among key public and private sector stakeholders. Together, the panel experts will discuss the risks and opportunities of the ICD-10 transition, what their organizations are doing now to get started, and where ICD-10 fits compared to other large initiatives.

About the Panel:
Vice President, Corporate Mission Development
Mr. Clerman is Vice President for Corporate Mission Development and an officer of the corporation. He is responsible for defining and directing new initiatives that will shape Noblis' future by helping the corporation to fulfill its public interest mission and accomplish its strategic objectives. In his over thirty years of increasing leadership responsibility, Mr. Clerman has formulated successful strategies to address complex systems challenges in the public sector, and applied technology as an enabler of change. He writes and speaks on numerous technical and business issues and currently serves on the Markle Foundation Task Force on National Security in the Information Age and chairs a National Defense Industrial Association study on medical preparedness. He has a B.S. in Biology from the State University of New York at Fredonia, an M.S. in Environmental Science from the University of Virginia, and an M.S. in Computer Science from Johns Hopkins University.

Mr. Todd Couts is a Manager within Noblis Health Innovation. He has over 15 years experience in planning and implementing complex transformational initiatives. He has extensive expertise assisting public and private sector payers with developing strategies and plans to meet administrative and financial requirements. Mr. Couts has been leading an ICD-10 impact assessment and ICD-10 implementation planning for a large federal health plan for the past 1.5 years. Mr. Couts is a Project Management Professional (PMP) and holds a M.S. in the Management of IT.

Ms. Jacqueline Gibbons is an Associate Professor and the Assistant Dean of Health Information Management Program at Northern Virginia Community College. As a faculty member, she is on the NOVA Achieving the Dream (AtD) Core team and is a liaison and Campus Chair to the Medical Education Campus. Ms. Gibbons is a Certified Trainer in International Classification of Diseases, 10th Edition (ICD-10) with the American Health Information Management Association (AHIMA). During her tenure at Northern Virginia Community College she has redesigned programs and written curriculum. Her next endeavor is to assist in creating a Health Information Management Center of Excellence which will support Virginia and DC area. As a consultant, she has worked with the President's and Vice Presidents in various Community-Based Health Care centers on issues regarding medical information systems and medical documentation requirements. Ms. Gibbons brings over 25 years of successful and progressive experience in diversified areas of Health Information Administration and related aspects of healthcare. She received her Master's Degree in Health Care Administration from New Jersey City University and her B.S. degree in Health Information Administration from Touro University. Ms. Gibbons is credentialed in the discipline as a Registered Health Information Administrator (RHIA).
Deputy Director, Office of Health Data and Informatics

Currently Ms. Insley oversees efforts that provide subject matter and policy expertise related to the collection, storage, maintenance, and quality of information in the electronic health record. She is responsible for programs addressing Data Quality, Health Care Security Requirements, Health Information Management, Information Access & Privacy, National Data Systems, and Section 508 Compliance, as well as VA Central Office Library, VA Library Network, and VHA Forms, Publications & Records Management.
Ms. Insley has worked for the Department of Veterans Affairs (VA) for over 20 years. She began her career developing software for VA's administrative applications such as Admission/Discharge/Transfer and Registration. She attained her Project Management Professional (PMP) certification and spent many years as project manager of VA's successful Computerized Patient Record System (CPRS) development effort. As Director of VA's Standards & Terminology Services (STS), Ms. Insley led a start-up program responsible for developing, implementing, and maintaining standardized terminology across VA's 128 computer systems. She then served as Portfolio Management Officer (PMO) for Health Data Systems. As PMO, she oversaw delivery of information technology solutions for a wide variety of registry, repository, terminology standardization, and interoperability software applications. Ms. Insley has extensive experience leading workgroups both in and outside the Department. She is also a frequent presenter, showcasing VA efforts at both VA and non-VA conferences.
Provider Outreach and Education Lead
National Government Services, Medicare Part A, B, DME and MAC
Ms. Sonja Racke began with National Government Services as the Local Provider Education and Training Coordinator in 2003 in the Medical Review and Education Department. She then transitioned to the Clinical Education Department of Provider Outreach in 2006. Ms. Racke is the Team Lead for the Midwest Regions of National Government Services for the Part A Intermediary, the Part B Carrier, the Regional Home Health and Hospice Intermediary (RHHI), and the DME MAC for Jurisdiction B.
Ms. Racke graduated from Northern Kentucky University in 1985 with an Associate's Degree in Nursing, carries and active Registered Nursing License in the State of Ohio, and is a Certified Professional Coder through the American Academy of Professional Coders and a Physician's Coding Specialist through the American College of Medical Coding Specialists.
Ms. Racke has over 18 year's clinical experience in several major teaching hospitals in the Cincinnati, Ohio area. She is an adjunct faculty member for National College in the Medical and Health Careers Depts. She completed Project Management Training through Indiana University/Purdue University-Indianapolis and the Project Management Institute. Ms. Racke holds a Bachelor's Degree in Business Management through the University of Phoenix.
