Fingar Leaving

Tom Fingar is leaving the ODNI team. He’s head of the National Intelligence Council. What has the Council accomplished during his tenure? “We did a number of things. One was adoption of I-C wide analytic tradecraft standards”, said Fingar at a farewell news conference. The most notable change was actually clarifying what intelligence community officials mean when they say they have high confidence in a source.
