General Dynamics to build new sub for Navy

The 2011 budget is re-energizing Navy ship building.
The service will spend more than a billion dollars to build a new submarine.
The Navy has given the contract to General Dynamics Electric Boat.
The Navy had put new ship building projects on hold, while Congress hashed out a final spending plan for the year.
